As a newly reincarnated god of the Heavens, Ebisu currently leads a contradictory sort of existence. Newly born, and yet ancient. Childishly naive, but also innately wise. In some ways, he shows exactly what it means to be an entity that isn't human.
It's very easy to dismiss Ebisu as nothing but a foolish child upon first meeting. As a god recently reborn, there is a lot about him that is admittedly very childish in ways that are both endearing, ridiculous, and saddening. It can be, at times, ridiculously easy to trick him into naively going along with something such as believing someone's name to be "Pervy", as an example, and he can easily be snatched up by people wanting to get an expensive ransom.
Yet, like all children, Ebisu is a lot more perceptive than people realize, and internalizes things deeply. When he was first reincarnated, he was promptly told that his previous incarnation had been executed by the Heavens. With this knowledge, even surrounded by people who cared for him, he couldn't help but come to the conclusion that if Heaven, "always just and never wrong", had executed him... Didn't that mean he had been a truly horrible person who had done awful things? It was only with Yato's fervent and heartbroken defense of him that he was shaken out of such an opinion.
Relatedly, it also lead to him picking up on how people (his own shinki and other god alike) would "reassure" him that his ability to endlessly reincarnate. From his view, taken in as a young child, it reinforced a view that his life as an individual had no meaning, and this view carried on through him through much of his life, through many incarnations. When Yato met his previous incarnation and demanded that he live, that he value his own life as an individual person, it was then that said incarnation found his desire to keep on living. Ebisu doesn't have such memories... but he does have Yato's protective response to him, and his precious exemplar having passed down those last words to him. Thus, from these strong influences, Ebisu has a desire to not so recklessly toss aside his own life.
Yet the reasoning for his past incarnations' willingness to go along with this self sacrifice despite how much it made the miserable is because Ebisu, ultimately, deeply loves humanity. His last incarnation talked about humanity's happiness being why he wanted to control ayakashi. After all, ayakashi were one of the largest troubles for humanity. If he could control that even a little bit, couldn't he help make humanity a little happier? Ebisu's current reincarnation can't remember that goal (as Heaven wants it to be), but his love for humanity hasn't lessened at all. When he's recounting how he was reincarnated into the world once again, he tells Yato how he took in the beautiful sea and all the people working hard to make ends meet... and how he fell in love with it all right then and there. Ebisu's love of humanity explains a great deal about him, from the lengths he'll go for them to how hard his shinki are made to work (with no days off). All of this is only fitting for one of the gods who stays behind during the annual God Meetings.
Combined with his love of humanity is Ebisu's intense curiosity, which is sometimes a dangerous combination. When Yato meets him down in the underworld and makes a mention of his Father, that incarnation of Ebisu says how his curiosity has been piqued and, once that happens, he won't stop at anything until he's learned enough to satisfy it. While not yet shown to the same extent as his previous incarnations, Ebisu has still shown signs of it such as his constant questions about what he was like to Yato, or asking Kunimi if he and Yato were friends. Even when he knows he should be better about keeping himself safe, in recent chapters he can't help but ask questions about the sorcerer, Yato's father. (Although part of that is also no doubt a desire to help, understanding how dangerous the rogue man is.)
Despite all of this, Ebisu is distinctly a non-human entity, with a "childhood" that is still distinctly different from that of a human child's. Of course he's naive, and of course he's still somewhat reckless as children can be.... But he's still old, and a God of Fortune to boot. Ebisu was brought into the world innately tied to the prayers of his followers and the domain that he is ruler of. Even for all that he is oblivious to, there are some things about being a god that he knows from a source deep down in himself. He knows that, as a god, his purpose is to make that of people happy, especially those who pray to him. He also knows that he can only do so much as a god, and that humans require other humans to truly be happy, even if he's still (re-)unlearning that money isn't the only route there. Many of these questions come from his discussions with Yato, where, unlike with perhaps his shinki or other gods who won't entertain him with such deep conversation, they constantly talk about such things.
Along with such reminders of his age, Ebisu is also keenly intelligent about matters of commerce and money. Nothing could be expected any less of a God of Fortune who rules over those areas, whether he's a child or not. He is extremely confident in his bargaining ability and good fortune. While this might be disregarded as him being an overconfident child, we also see him in later chapters trying to educate Kunimi on how to be a more effective haggler. He has a sharp leaning towards haggling, sometimes even ruthless in nature, and he's willing to make a gamble if he thinks the return is great enough. (For example- saving a close friend to who he owed a debt to in a previous incarnation.) He clearly expects his shinki to be able to keep up to, learning the art of the trade or working hard to make up for it. He clearly wants them to be able to face him as equals in a sort of way, and does this because he cares deeply for them. They're feelings that are returned, considering the steadfast loyalty his shinki have for the one god that would take them in when no others would.
With how often talk of his incarnations comes up, it should be no surprise that they weigh constantly on him. His past experiences in trying to control ayakashi via masks lead to constant reincarnations, one after the other. While it's mentioned above that that the way people view his reincarnation ability has affected his sense of self, even the weight of the process alone has weighed down on Ebisu. In a way, it's considerably similar to how a child of an established family has to live up with the reputation of all his forefathers, only reincarnation is considerably more personal. Ebisu is constantly measuring himself up to his past lives, and standards he's believed he's set for himself (whether they're true or not). In one past life, he reflected on how it wouldn't be good if he was known as the incarnation that attempted suicide. In his current one, when he's kidnapped by ayakashi-possessed thugs, he firmly tells himself that he can't cry because surely none of his other incarnations have. Even at the young age of his current incarnation, Ebisu is extremely aware of and influenced by what other people think of his past lives or things he believes to be true entirely from his own beliefs on how a god should be.
Past all this serious talk, however, there are some things that seems as though they will always be true for every single incarnation of Ebisu. No matter what, he will always be a god with a deep love for humanity and a desire to see them prosper. Whether child or adult, he will apparently always be horribly clumsy.... and thus inclined to laziness where he has his shinki take care of things for him.
Abilities: When it comes to combat, Ebisu is a hopeless case even when he wasn't a child god. The guy couldn't even tie his shoelaces or skip as an adult; combat is far beyond him. Back when he was an adult, he plainly (and almost proudly) stated that the entire reason he had survived a trip into the Underworld is because his shinki were all so excellent. Thus, Ebisu's talents lie truly in his domain.... that of commerce.
Even as a child, Ebisu has an excellent sense of business, a vicious idea of bargaining, and a sharp idea of how economics work.
Ebisu often boasts of his extraordinary luck in gambling and, considering he can fall in the middle of the street, get run over by a truck, and not be squashed, we can probably attribute some supernatural edge in that area as well.
As a God of Fortune, Ebisu has a lot of weight in both Shores even with his past incarnation's "crimes", a fact that is proven considering he's won as the Most Popular God. Thus, he has all the benefits of that station- a considerable amount of followers, a stronger existence, and no shortage of money. He also is able to keep named a great deal of shinki, and seems able to deal with them all pretty well, especially considering the stress they're put under. (Perhaps training passed down, pyramid-like, from pass incarnations of himself.)
That "strength" that comes with being a God of Fortune might also manifest in that he apparently can't be harmed by regular mortal means, which he references in a later chapter when he's kidnapped. He claims that the knife won't kill him, which seems to hint that (at least for a God of Fortune) mortal means aren't enough to do anything to him. It has to be supernatural or divine measures which will take care of him. In other word, ayakashi or the power/wielded shinki of another god.

Anything Else?: Since Ebisu is a canon Noragami god shown to have quite a few shinki named under him, even after Heaven's raid on his temple (and thus the subsequent slaughter of many of his shinki), I'll be handwaving the forms/powers of a few of them. Kunimi is probably the only one he'll have on him regularly as his exemplar/child handler, but just in case something comes up. Considering the case and we see far less of his individual shinki than we do, say, Bishamon's, I'd be happy to make a post on his journal outlining the powers/forms of, like.... the top five he'd most likely use if circumstances came down to it? Which could then be OOCly approved for usage. However the mods feel this could be handled best.
